Cutbacks and lay-offs across the board are expected.
cutbacks（削減）やlay-offs（解雇）という表現はもちろんですが、accross the board（全面的に、全社的に、全体にわたって）も是非憶えていただきたいと思います。
たとえば、across-the-board ban on the use of …で、…使用の全面禁止という表現もできます。

Bing Laid offとBeing Firedの違いは、誰の責任や過失によっての解雇なのかという点です。Being laid offは、会社が決定した方針変更が理由による失職の場合に使われます。例えば、会社が組織の再編を決定した、部門を縮小する必要がある、またはすべての従業員に仕事を提供できなくなったなどの理由で、従業員が解雇（laid off）される例があります。
Being Furloughed
